Stephen McGovern is a Professional Energy Engineer and Consultant with over 30 years of experience across the construction and clean energy sectors. Holding a BSc in Construction Management and a Higher Diploma in Energy Engineering, he founded Cork Energy Consultancy in 2009. Under his leadership, the firm has grown from a domestic BER provider into a full-service consultancy employing four engineers and an administrative professional, specializing in commercial, multi-residential, and heritage energy compliance.
Stephen leads a multi-disciplinary team delivering a diverse range of projects, from large-scale domestic retrofits to high-level energy-efficiency design consultancy. By incorporating advanced digital tools and modern practices to maximize productivity and precision, his team drives complex commercial retrofits and industrial upgrades, including three major HSE projects across Munster

A certified Domestic, DEC, and Commercial BER Assessor, Stephen has completed over 6,500 domestic and 4,600 non-domestic BER assessments. He possesses extensive expertise in providing Part L building regulation compliance certification for residential and commercial new builds, as well as qualified Home Performance Index (HPI) Assessor status through the Irish Green Building Council (IGBC). His work includes certifying 120 new homes in Munster, major apartment schemes—such as 90 units for Dublin City Council’s award-winning Dominick Street redevelopment—and mixed-use developments ranging from 20 to 340 units, alongside hotels in Waterford and Kerry.
Stephen’s expertise encompasses full retrofit appraisals, heat load calculations, and deep-retrofit upgrade designs for contract tenders. Collaborating with SEAI-registered Munster One-Stop-Shop providers, he delivers Home Energy Assessments and post-works certification for approximately 300 homes annually. He also provides Energy Efficient Design (EED) services for the Health Service Executive (HSE), guiding phased office refurbishments to meet carbon-reduction roadmaps across major HSE projects in Munster.
Additionally, Cork Energy Consultancy is recognized by the SEAI as a Registered Traditional Building Professional. This designation highlights Stephen's specialized expertise in hygrothermal risk assessments, traditional building conservation principles, and the sensitive retrofit of heritage properties. Combining extensive on-site experience in project management, surveying, and client liaison with modern digital tools, Stephen leads his team to deliver high-level energy-efficiency consultancy with maximum precision and efficiency.
