A certified Domestic and Commercial BER Assessor, having conducted 3,500 domestic and 3,600 non-domestic BER assessments to date. Extensive expertise in providing Part L building regulation certification for both residential and commercial new-build projects.
Qualified as a Home Performance Index (HPI) Assessor through the Irish Green Building Council (IGBC). Recent projects include the certification of 120 new-build houses in the Munster area and multiple large-scale apartment developments, such as 90 apartments for Dublin City Council's award-winning Dominic Street redevelopment. Additionally, he is engaged in Part L compliance for two hotel developments in Waterford and Kerry, as well as Louth GAA's football stadium.

Currently, he is delivering Energy Efficient Design (EED) services for Health Service Executive (HSE) buildings. This involves facilitating the relocation of administrative staff from hospital campuses to newly refurbished office spaces. These dynamic projects are rolled out in phased developments, addressing each section sequentially to ensure building regulation compliance while focusing on achieving the client’s carbon reduction targets outlined in a pre-planned roadmap.
Experienced Energy Engineer and Construction Professional with expertise in full retrofit appraisals, heat load calculations, and designing deep retrofit upgrades for contract tenders. Recently, we have been collaborating with SEAI-registered Munster One Stop Shop provides, producing home energy assessments for deep retrofit designs and providing full post-works certification to demonstrate building regulation and scheme compliance for approximately 300 houses annually.
Holding a BSc in Construction Management/ high dip. in energy engineering I bring over 18 years of experience in the construction industry. I have successfully managed individual projects, ensuring they are delivered on time and within budget. My on-site experience includes setting out, surveying, and liaising with contractors, design teams, and clients on large-scale projects. I am proficient in programming, data collection, and the formulation of progress and monthly reconciliation reports.
Founder of Cork Energy Consultancy (est. 2009): Initially established to meet the demand for domestic BER certification for house sales, leases, and grant applications, the company has since expanded into the commercial and multi-residential sectors. We now specialize in providing Part L building regulation compliance certification. The company currently employs six staff members alongside Stephen four engineers and one administrative professional.
Cork Energy Consultancy has recently been recognised by SEAI as a Registered Traditional Building Professional. This designation confirms that we are approved to work on traditional building grant schemes and that we possess specialist expertise in hygrothermal risk assessment.It also recognises our strong knowledge and experience in working with traditional building construction, conservation principles, and the sensitive retrofit of heritage and traditionally constructed buildings.
